Attach an Isolation Certificate (ICC)
Supporting action. Attach/unlink an ICC while the permit is in Request or Awaiting Validation. Full details of the isolation certificate itself live in the ICC module.
Link an Isolation Certificate to the permit and keep it in a state that lets the permit progress.
When to use
Use this task when the work needs isolation — i.e. when ICC/INH Certificate required? is set to Yes and the ICC Requirement is Personal or Full.
Before you start — check before launching the task
- You hold the Permit Requester role (or PCA / an Isolation Authority role).
- An ICC exists (or is created in the ICC module) for the equipment to isolate.
Step-by-step
- On the permit, select Attach ICC. Attaching/unlinking is available in Request and Awaiting Validation; later steps only check the ICC state. screenshot pending
- Choose the isolation certificate for the equipment. screenshot pending
- Keep the ICC in a state allowed for the permit's step. Setting the ICC Requirement to Full makes the ICC mandatory and drives the state it must be in at each step (e.g. Isolation in Place before Issue); Personal and None behave differently. (Full state matrix — see the ICC module.)
Expected result
The ICC is linked to the permit; the permit status is unchanged.

- A powered-system isolation certificate confirms the equipment is isolated, locked out, tagged out and de-energised, per CR-GR-HSE-428 (process/mechanical) and CR-GR-HSE-432 (electrical) and Golden Rule 7. (CR-GR-HSE-402, Appendix 2)
- A certificate is not a permit and does not authorise work to begin. (CR-GR-HSE-402, Req 3.1.7)
Tips & pitfalls
Tip — attach early. ICCs are attached in Request/Awaiting Validation; later steps only verify the state.
Pitfall — wrong ICC state for the step. The permit cannot progress if the ICC is not in the required state.
